heads and doing a valve job is a waste of time and money. You will not see much benefit if you upgrade the cam alone without the porting, as the valves will still be a flow-limiter. Manifolds will decrease your lag significantly, and they are cheaper to do than cams/headwork. I got great benefit out of both manifolds and cams/heads with sport 500s. The car spooled much faster (maybe 500 rpm or so) with manifolds alone. The cams/headwork really gave me more HP at the top end of the curve- the car hits max hp and holds until redline, thus shifting the power curve and giving a broader area under the curve. The cams did nothing for low-end torque (either positive or negative). If you plan to street the car only, I would do manis. If you plan to hit the road course, you will get more benefit out of cams/headwork because your power band will be broader. I wouldn't recommend doing cams without headwork...
